An Escort card indicates the guest table assignment. They are typically found on a welcome table at the front of the reception/event location. A Place card is found at the table to indicate a precise seat assignment. Yes, you can have both, however, if you prefer to not have both, a seating chart can be done in lieu of escort cards.
